Jobs in Canada Opened after the Haiyan Yolanda Typhoon to Filipinos?

I am not sure if Canada opened New  Jobs to Filipinos after the typhoon.

But what I am sure of is that they Prioritize Immigration Application Processing for Filipinos.

Canada’s Citizenship and Immigration Minister Chris Alexander announced on November 14, 2013 that Citizenship and Immigration Canada (CIC) will prioritize the processing of applications from people who self-identify as being significantly affected by the typhoon.

Applicants overseas who can demonstrate that they are significantly and personally affected by the typhoon and wish to declare their cases a priority can contact the visa office in Manila directly at manila-im-enquiry@international.gc.ca. Those in the affected areas will be treated as a priority.
Canada is closely monitoring the situation in the Philippines and is working with our international and Canadian humanitarian partners to determine what humanitarian assistance is required.
